It's a tough question because so many that are even in the 20-21 range are very immature. Of course, back when I was in my 20s, a 17 or 18 year old didn't seem so young. I guess it's all about perspective. I guess if there has to be a set number, I would likely say 17.

Especially young minds can be influenced more easily. I think 18 should be the best. A bit older and a bit more time to just explore your own body before moving on to others.

I really like the above answer. Just because a young person has reached puberty and their body is outgrowing their actual maturity doesn't make them ready to demonstrate good life choices. I say 18.

Also most thing that it is the same in every U.S. State by Federal Law. NO -- it is not. It is up to the individual states. Here in NV it is 16. In Alaska they go by the Alution (sp?) Indian Law. It is 15 for boys and 14 for girls. However, if both have parents or guardians permission it is 13 for boys and 12 for girls/

We were all young teens once. That said, hormones rage and rule at that age. Teens will experiment together. What I don't want to see is child predators taking advantage of young lives. Let the teens be teens.
